Utah Governor Signs Measures Declaring Pornography a Public Health Hazard

Utah Gov. Gary Herbert signed two measures on Tuesday that declared pornography a "public health hazard."

The resolution, S.C.R. 9, titled "Concurrent Resolution on the Public Health Crisis," passed the state legislature unanimously with a vote of 72-0. It asserts that pornography leads "to a broad spectrum of individual and public health impacts and societal harms."

"We also want our young people to know that there's a particularly psychological and physiological detriment that comes from addiction to pornography," Herbert said in his speech.

The resolution has no punishing powers and is more so meant to raise awareness of the "need for education, prevention, research, and policy change at the community and societal level."

Herbert also signed a bill, "Reporting of Child Pornography, which was passed with a vote of 64-7. The bill requires computer technicians to report pornography to law enforcement if they find it during work. The "willful failure to report" is a class B misdemeanor, according to the bill.
